The purpose of this paper is to run after the development of National Minimum theories in post-war Japan and look for the possibilities and the limits of this concept. National Minimum concepts were the equivocal ones which don't be confined to the minimum standards of living cost from the beginning. Therefore I will run after the history of polysemy of National Minimum and place National minimum concept clearly in a modern society welfare policy. In the 2nd section, I confirm that National Minimum concept which Mr.and Mrs. Webb produced , was confined to the minimum standard of living cost security, when it is inherited by Beveridge report. Next,in the 3rd section, I confirm that National Minimum appeared under the names of Civil Minimum and Social Minimum and recovered its polysemy in the late 1980s. In the 4th section, I confirm that National Minimum had shifted to the means of the centralization of redistribution organizations, and was criticized by decentralization disputants. After that, I'd like also to see the resistance from the National Minimum defenders. In the last section, I want to consider the future about National Minimum concept and consider the possibilities of this concept in a modern social welfare policy.
