This paper studies on the facts and meanings of the followings:(1)More than 200 thousand of non-military citizens at Hiroshima and Nagasaki were killed by atomic bombs. (2)Around 150 thousand citizens at Fukushima have been forced to evacuate for more than four years and more.(3)Japan has maintained tenacious Nuclear Alliance with U.S. in spite of Japan's radioactive contamination for four times, historically rare in the world, including nuclear exposure at the Marshall islands.(4)Japan has desperately pursuited nuclear fuel cycle in spite of resignation of other advanced countries such as U.S., UK, Germany, etc., but France, Russia and China have continued the efforts. (5)So-called Runaissance of nuclear power plants building and export boom are in bloom in many countries unwisely, on one hand. (6)We have heard hopeful decisions the people of Germany, Switzerland and others have selected wisely phase-out policy of nuclear power on the other hand.
