The recent growth of smartphone and tablet market has led to increased demand for mobile multimedia communication. This change resulted in pressing technological problems that require much more sophis ticated traffic engineering solutions. In particular, traffic control that can satisfy users' Quality of Experience (QoE) is essential in operating communication networks efficiently and robustly. In this paper, we proposed the reservation congestion contr ol scheme which realizes the interactive communication efficiently under the condition of congestion after disasters. Firstly, we classified network congestions and traffic control schemes. Then w e evaluated and compared the performance of the proposed and conventional congestion schemes by simulation. W e clarified that the proposed method can achieve a high call completion rate and suppress the reservation delay using improved method applying priority control.
