The purpose of this investigation is to analyze the change of intergovernmentalrelationship at the Fund for the Improvement of Postsecondary Education (FIPSE) in theU.S.A, from the enactment of the Education Amendments of 1972 to the establishment ofthe Higher Education Amendments of 1992.Previous studies have examined the characteristic of financial assistance made by FIPSEand the tendency of the 1202 state commission after the enactment of the EducationAmendment of 1972. However, these studies have not focused on the change ofintergovernmental relationship between FIPSE and the section 1202 state commission.Then, the obtained results are as follows; (1) The intergovernmental relationship betweenFIPSE and the section 1202 state commission worked not only legally but also practicallyafter the enactment of the Education Amendment of 1972. (2) The provision of the section1202 state commission was modified, but the provision of the intergovernmental relationshipbetween FIPSE and the 1202 state commission was not modified fundamentally in theEducation Amendments of 1980. (3) The provision of the intergovernmental relationshipbetween FIPSE and the 1202 state commission was repealed by the establishment of theHigher Education Amendments of 1992.
