This paper is aimed to review problems of youth in Japan and suggest ways of student guidance in the future. Japanese youths who had problem behavior had poverty problem at 1950’s. Now, Japanese youths who have problems of relationship are influenced by social networking services（SNS）and electronic mails. It is found that Japanese youths tend to avoid sex behaviors because they feel them taking the trouble of doing. We should support students to develop independence and tolerance. It is showed that peer counseling program will support their relationship of trust. The students grow their independence and tolerance.
