The minister of education has given public notice of the inclusion of moral education in the formal curriculum of Japanese compulsory education. As a result, moral education will be given the positioning as a special subject. Both elementary and secondary schools are supposed to start moral education as a formal subject from 2018 and 2019, respectively. In this paper, I went through the process of making moral education a formal subject to identify the implications of this educational reformation. This task led me to focus on the issues of curricular contents which have been inherited from the current moral education as a special educational activity. As a formal subject, moral education must be conducted employing government authorized textbooks which meet the national curriculum standards. In this paper these standards as well as the curricular contents are examined in terms of the validity they have.
