A Proposal on Establishment of a Comprehensive Support System for Disabled Students in College: From the View of Participants in a Workshop on Reasonable Accommodation

In universities and colleges in Japan, the number of disabled students and interest in their support has been gradually increasing year by year. On April 1st 2016, Disabled Discrimination Act (DDA) went into effect. All the schools are now obligated to provide scholastic supports to disabled students on the basis of reasonable accommodation of disabled students and DDA prohibits of discriminatory treatment of these students. This study is conducted for the following two purposes; 1) to hold a faculty/ staff development workshop to provide the adequate information about DDA and reasonable accommodation of disabled students; 2) to explore workshop participants’ opinions on the effective support system for disabled students by questionnaire. The result indicates move towards a deeper understanding of DDA and reasonable accommodation, but it is still unclear among participants how they can support disabled students. They also felt that systematic and organizational support is necessary. Based on their opinions, there seems to be two proposals on establishment of a comprehensive support system for disabled students in a school; 1) to establish a department with experts to support disabled students; 2) to share model cases among schools in the future workshops or by making brochures.
