Effective Promotion of ICT Education : Relationship between ICT Education and Near Vision Visual Acuity

The Japanese government has been promoting ICT (Information and Communication Technology) education. It is planning to distribute information terminals to all students by 2019, and to have classes by using them. According to an investigation in 2014, the ICT environment in schools has gradually deteriorated. The purpose of the vision test at school is to "educate students effectively at school." Currently, only distant vision visual acuity tests which aim to check if "students can read characters on the blackboard" is conducted at school. Along with the popularization of ICT education, more and more students are using tablets in class. Under this situation, near vision visual acuity tests are necessary in order to check whether "students can read characters on a tablet screen." According to the results of our study so far, although there are students who have poor near vision visual acuity, distant vision visual acuity tests cannot identify them. The JAPAN OPHTHALNOLOGISTS ASSOCIATION has announced that there are many students who have Information Technology Ophthalmopathy. The larger the number of classes which use tablets at school, the greater the time students will use IT devices. As a result, the number of students who have Information Technology Ophthalmopathy will increase. In the case of adults, the Visual Display Terminals Medical Examination is mandated for people who operate Visual Display Terminals. However, there are no such mandates for children. In order to promote ICT education effectively, near vision visual acuity tests as a screening measure is indispensable. It will be too late if we start this after there are already many children who acquire poor near vision visual acuity or Information Technology Ophthalmopathy.
