The Current State of Japanese Community Currency Activities Based on the 2016 Survey

2017 marked the passing of 19 years since Community Currency's (hereafter, CC) introduction to and popularity in the Japanese society and the implementation of its activities. At the beginning of 1999, there were very few CC activities. However, 204 CCs are in operation as of December in 2016, although the number of adoptions has decreased by more than 100 CCs compared to its peak period around 2005. The following three trends were revealed from the 10 surveys on the operating conditions of CCs conducted between 1999 and 2008 and one in 2016. First, approximately 15 CCs are newly launched each year after 2010, and they can be divided into three types : the "Ki no Eki system," which issues CC thinned wood as collateral ; the "electronic money system," which places CC on noncontact IC card ; and the "community way system," which tries to allocate donated money for CC issuance to citizens' group support. Second, while approximately 40.0% of CC organizations had suspended operations within two years, there are 79 CCs that have been active for more than 10 years. Therefore, not only temporary CC activities but also rooted, permanent CCs activities in each region are emerging. Third, compared with the 2008 survey, the 2016 survey shows that the number of the CC type holding "time" as a value criterion has greatly decreased. In contrast, the number of CC with "yen" as the only value criterion has increased and accounts for 68.0% of the total CCs in Japan. Furthermore, the percentage of CCs which have turned into the national currency "yen," has also increased significantly from 29.0% in December 2008 to 57.4% in December 2016.
