Retailers sell goods and services as part of economic activities. Primary purpose of the retailers is to raise their revenue. Among those retailers, especially the local retailers not only sell goods and services, but they also operate activities, such as local community events and safety protection of the community.In order to secure their earnings and address their local issues, shopping districts in the local communities often operate activities in cooperation with the private businesses and NPOs. Previous studies of local retailers have also pointed out the importance of the cooperation. However, there have not been enough discussions to consider the purpose of cooperation and the methodologies to execute the activities based on the cooperation.The purpose of this paper is two things. One is to reveal the activity practices based on the cooperation from social capital perspectives. The other one is to obtain the implications for the effective way of cooperation to let both economic factors and social factors coexist.
