Actual Condition and Effect Derived from Community Development Alliance to Shopping District Activities : Cases approved under the Act on Vitalization in Regional Shopping District

Six years have passed since the enforcement of the Act on Vitalization in Regional Shopping District. In the act, the shopping districts are considered to take roles as local community member. The roles depend on the conditions of the shopping districts and local communities.Recently, the shopping districts have made alliances with local residents, NPOs, and universities. However, how did these shopping districts cooperate with external organizations? How did they correspond to the local issues? How did they give impacts to surrounding area? From these viewpoints, it is important to analyze the concrete roles which the shopping streets have played among local communities.In addition, although many of previous studies have been conducted based on static point of view, the activities of the shopping districts has been continuous. For that reason, the condition of the alliances mentioned above would be changeable. Therefore, it is necessary to analyze the realities of the alliances in a dynamic manner.Accordingly, this paper focuses on the relationship changes between the shopping districts and local residents or external organizations in order to analyze the practices and effects delivered by the program. As conclusions, two possibilities have been suggested as following. One is that it is possible to increase local residents' motivation for using shopping districts when they engaged to the business program practices. The other one is that it is possible for the shopping districts to obtain opportunities to reconsider their planned activities when they faced new parties which were not originally assumed to become alliance partners.
