A Consideration of Large Store Regulations in Hamamatsu City and Shizuoka City

Some local authorities regulate large store business in Japan. The types of regulations are as follows;①zoning, ②obligatory contributions to the area near large store site, ③integrated regulation of a larger region, and ④others. This paper treats large store regulations by zoning in Hamamatsu City and Shizuoka City. It examines the process to create the zoning, the purpose of the regulations, and the way and its reason of the zoning. These examinations shed some light on the difficulties of zoning as large store regulations. The regulaions for store size are main point of the issue, because local authority has to make land owners accept the zoning, although the effectiveness has not been proven yet.
