Description
This paper takes nearly a century long look at decentralization of forest management in Uttarakhand in North India. With such a broad scope, it is able to underline that decentralization is not a fixed or a static concept and a one-time act, rather the term is subject to a continuous process of contest, political negotiation, interpretation and redefinition. The paper emphasises the important role of politics in shaping decentralization policies and its implementation over time.
