On July 1, 2014 the Abe government decided to reinterpret constitution to allow collective self-defense. In this paper, I survey the cabinet decision making and consider the reinterpretation based on constitutionalism. But I am not satisfied constitutionalism in this field, because the theory may content with the status quo. Then I insist non-military pacifism rest on Article 9. The Constitution of Japan declares that "We recognize that all peoples of the world have the right to live in peace, free from fear and want". We should understand connecting Article 9 with the right to live in peace.
