This paper analyses competition and public interest in West Germany’s bankingsystem in the 1960s, considering the dispute between three banking sectors, thegovernment’s inquiry into the banking industry, and the economic experts’ input onthe liberalization of interest rate. The inquiry commission report of the FederalGovernment, submitted in 1968, recognized the principle of public interest ofsavings banks. However, the three-pillar model of the German post-war bankingsystem continued as a bipolar characteristic feature of the system’s regulatorymarket economy framework.
