本稿は,前稿に引きつづき情報化社会における制度に着目し,考察対象として教育制度をとり上げた。まず,戦後日本の産業・職業構造および職業内容の変化を捉え,そしておもに中学校と高等学校における情報教育についてその歴史と内容を整理した。結論として, 日本の産業構造は国内総生産に占める付加価値額・就業者構成において第三次産業が主流を占めるようになり,1990年以降の製造業従事者の減少とサービス職業従事者の増加を招いたこと, 職業内容では,情報技術の進展によって消滅した職業や新たに発生した職業があるなかで,もっとも注目すべき点として従来の手作業がコンピュータに置き換わることで産業別区分では職業を定義できなくなったこと,(3)1990年代初頭からはじまった情報教育では,現在,情報活用の実践力とモラル教育に主眼を置いた学習がおこなわれているが,コンピュータの利活用能力が義務教育における基礎学力のひとつとして必須事項になっていること,また従来の情報教育の枠組みでは「社会の情報化」に十分に対処できなくなりつつあること,を指摘した。The present study investigated the changes in the industrial structure, the occupational structure, and the types of jobs available in Japan after World War II. It also considered the history and content of information education in Japanese junior and senior high schools. The results obtained in this study can be summarized as follows : (1)Regarding the industrial structure of Japan, tertiary industries became dominant in the gross domestic product, in terms of the added value amount and the composition ratio of employees by industry. As a result, the number of employees in the manufacturing sector decreased, and the number of employees in the service sector increased after 1990. (2)Regarding the types of jobs available, some occupations disappeared as new ones appeared, due to the advancement of information technology. Under such circumstances, the most noticeable point is that, since some manual procedures were replaced with computers, some occupations cannot be defined using conventional industrial classifications. (3)Information education in Japan began in the early 1990s. At present, the principal objectives of information education are to cultivate students' ability to utilize information and to teach morality under the Course of Study, which was published in 2008 and 2009. The ability to use a computer is now regarded as one of students' most basic and essential scholastic abilities in the compulsory education system, yet the conventional framework of information education has been unable to cope sufficiently with society's computerization.
