In lessons of mathematics at elementary and second junior schools, problem solving is considered as effective and well-practiced method in Japan. Neriage is core of the process of problem solving, which is the process of expanding on some of the ideas from students, discussing and refining them. In this paper, the author described the lesson of multiplication in second grade at elementary school and analyzed it based upon the Vygotsky's development theory. It is found that Negiage is necessary for children's concept formation and has two important roles by interacting with other students, i.e., deep understanding with an agreement on those processes and independent learning. And, the author found that it was important to identify the Zone of Proximal Development according to the teaching content and to instruct intentionally with focusing on each student's zone of proximal development in class.
