This study developed a learning program for the visual special needs understanding education in a 3rd grader of elementary school, and through practice by class teachers, inspected its effect and clarified the thing which is being considered about special needs understanding education. As a result, it was clarified that the recognition of teachers, and enough knowledge learning and work study, interchange with the sight-restricted people, affirmative instruction, prior instruction and follow-up instruction, the assessment of the child were important to practice of the special needs understanding education. In the future, recognition of the need of the special needs understanding education will spread, it is necessary to systematize it, and to practice it continuously premeditatedly, and the school must cooperate with an area and a welfare engine. The need of the development of the place that can share information with the special needs understanding education to a teacher is expected so that a leader can practice it with right recognition.
