It has been thought that an American culture policy in the occupied Okinawa was to perform pressure to advice citizens about the rules smoothly. University of the Ryukyus and the Ryukyuan-American Cultural Center, which American military government established, have been considered to be the place that carried out American culture policy. However, there was a person who stood against the policy. This is the Professor Kimiyo Onaga, University of the Ryukyus. She carried out a public diplomacy with the United States across the public frame. Onaga opened waking, the ring of the philanthropy to personal philanthropy to have a kind of publicity originally while Onaga that had a character "to be easy to get close where the popularity makes" contacts with Americans.
