This article examines the process that how the museum established by inhabitants becomes the core of local cultural activities, taking the Tagami Local Museum, Shiga prefecture as an example. The basic data of this report depends on a hearing survey by Mr.Masafumi Togo. There are three points to achieve a purpose of this report. The first point is the reason the inhabitants collected daily used articles. According to Mr.Togo, formerly the inhabitants did not know how to use them or even did not recognize them as daily used articles. However, they gained interest because aged people taught them how to use the articles, and finally they built a huge collection. The next point is the change inside the inhabitants mind; by collecting and researching the articles, establishing a museum, and get going. The inhabitants formed trust and cooperative relationship with others, in the process of the museum establishment. The third point is the meaning of the word “regionalism”. Regionalism does not simply mean the nostalgic feelings, or to be proud of the certain district; but also the feeling of thankfulness for the aged people who experienced the hard times.
