Departmental Bulletin Paper 森林の回復に必要なものは何か : 生業再建による働きかけの継続

東京電力福島第一原子力発電所の事故から6年目に入り、政府は、原発近隣の住民に命じた避難指示の解除を推し進めている。避難指示区域の外縁に位置する山村地域から2014年春に始まった避難指示の解除だが、暮らしの糧となる生業の再建が見通せないこともあり、避難先から故郷に戻る住民の動きは依然鈍い。本稿では、山村地域の基盤産業の一つである林業に焦点を当てて、原発事故以降の林業情勢を振り返ったうえで、生業再建をめぐる実態と課題を検証した。避難指示解除が森林、林業、山村の再生に結び付くかどうかは、持続可能な森林利用を再開でき得るような、環境保全と雇用創出のリンケージを強化した政策が展開できるかどうかにかかっている。復興施策にはいま、住み慣れた土地に戻ることを望む人々が通常の生活をとり戻すために、環境回復と生業再建の枠組みを示し、具体的な手立てを講じることが急務である。6 years will have passed from the Tokyo Electric Power Fukushima Daiichi Nuclear Power Station accident and the Japanese government has moved forward by allowing some residents to move back to their homes. Starting in spring in 2014, some evacuation zones were remarked as safe areas. But as reconstruction still needs to be done in these areas, there are not enough jobs for residents. Because of this I focused on forestry which is one of the foundation industries in mountain areas. I looked back to the forestry situation after the nuclear accident and analyzed the reconstruction and problems associated with it. Whether allowing residents to return home is related to the revitalization of the forest, forestry and mountain village depends on the continuation and the possible resumed use of the forest. Developing a policy which has strengthened environment protection and job creation is needed. It is important for the policy to indicate the structure of reconstruction for the forestry industry as well as a way to facilitate the restoration and enhancement of the natural environment for people who wish to return to the land they used to live on.
