In this study, I focus on a wide area plans and upper level plans for central Tokyo (Chiyoda-ku, Chuo-ku, Minato-ku, Shinjuku-ku, Shibuya-ku) where office development is still carried out lively now and grasp the formation process of the business district. As a result，(1) Most of the current business district were improved by the plan of the district level and were connected to company accumulation and increase in number of the office workers. (2) The old business district elects in preference to a district maintained newly. Skyscraper is pushed forward lively now in this area. (3) It is expected that the redevelopment based on Subcenter development plan Act on Special Measures concerning Urban Reconstruction that appointing a maintenance district is carried out in Marunouchi, Chiyoda-ku, Otemachi district, Osaki, Minato-ku district, Shinagawa district in future.
