Green tourism, wherein farmhouses are used as short-term accommodation, promotes community self-reliance, unity, and economic growth. Hence, it can function as a catalyst for innovation in thecommunity. However, the number of registrations for the Agricultural Mountain Fishing Village Exchange Project for Children was significantlybelow the target number, with the number of registrations declining every year. Indeed, exchanges between villages and urban areas are stagnating, and it is concerning that the revitalization of the community through green tourism may not be realized. This study examines the activities of the “Minakami City, Gunma Prefecture: Minakami City Travel Experiences,” which promotes green tourism by focusing on farmhouse accommodation and working toward the revitalization of the local community. This study presents a case study on the issues affecting this. It reveals that the program stimulated thebuilding and promotion of human networks with local community children forming the base. Furthermore, specific mechanisms that supported the promotion were 1) provision of a place for shared activities among residents who offered accommodation and local children and/or parents, 2) building an environment that secures relationships with tourists beyond providing accommodation, and 3) managing activities by theproviders of accommodation.
