研究成果の概要(和文):2005年に施行されたドイツ求職者基礎保障(社会法典Ⅱ)は、施行後2度も違憲判決を受けるなど、制度が安定したとはいえない状況が続いてきた。本研究は、制度施行10年の成果と課題を明らかにすることを目的として、(1)基礎保障の基準額算定、(2)実施体制、(3)就労支援の要としてのケースマネジメントに主な焦点を当て、行政担当者や研究者などのキーパーソンにヒアリングを行い、制度改革の成果と課題を明らかにした。研究成果の概要(英文):Ten years ago, unemployment assistance and social assistance in Germany have been combined in the basic security benefits for job seekers. The establishment of the basic security benefits for job seekers was accompanied by an administrative reform. So-called “Job centers” were established as a new institutional cooperation between the Federal Agency for Labor and the local government. The fundamental idea of this administrative reform was to reduce the level of unemployment by shortening individual unemployment spells through activation and through more effective and more rapid job placement. Continual contact with supposedly the same personal adviser (Pap) and case management were the key elements.
