Description
The paper examines the “Hybrid Cooperation” of civilian and military actors in support offragile states. Reconstructing fragile states required multiple efforts but such attempts often meet challenges, resulting from the imbalance between civilian and military elements. Why is it so difficult? What is the desirable balance between them? Through the case of military intervention against Afghanistan, this article shows that the military-led approach is often doomed to fail. It also argues that the civilian-oriented approach has a better chance for success. In reality, however, we have seen few successful cases of civilian-oriented approaches. The paper points out obstacles that hinder the development of civilian-oriented approaches.
