The purpose of this paper is not only to clarify “What is Positive Mental Health”, but also in order to realize the Positive Mental Health, it is essential to support employees “Career Development”. In 2007, WHO defined the new mental health; that is, “Mental Health is not just the absence of mental disorder”. It is defined as a state of well-being in which every individual realizes his or her own potential can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to her or his community. This new WHO mental health definition is a quite different from formerdefinition, because it refers to the healthy working state, which is “people work productively and fruitfully ,and is able to make a contribution to her or his community.” This mental health definition is very close to the career development concept and which tells us the relationship between mental health and career development. The mental health support model is changing from “Medical Model ; Cure Model” to “Development Model”, in other words, “Career Development Model” If people can get career counseling support timely and properly, they can solve both career problem and mental health problem. In generallyspeaking, once people have their career problem, gradually they are apt to decline to make their mental health worse. Career Counseling has the function of bringing up and development, and also the prevention of mental disease. If CareerCounseling works effectively, it can play a role of the base of positive mental health which support ettectively peoples development. at work.
