A decline in local communities is one of the most significant issues involving municipalities across the nation. Particularly in suburban cities, one factor in the decline is said to be a little concern shown by those moving there and inyoung generations about their communities. This research focuses on Toda City (Saitama Prefecture), faced with serious issues of local community formation, caused by recent and rapid migration of many young people into it. Researchers conducted a survey of the state of local activities among residents of different generations. The results confirm the phenomenon of generational divisions in local activities. This phenomenon is attributed less to a low interest among the young in their communities than to two other factors. One is the closed nature of old-fashioned neighborhood residents' associations. The other is divisions in the information accessible by people belonging to different generations or involved in different activities. This finding indicates the need to incorporate these two factors into the strategy to lead young people concerned with their communities into playing a positive role in local activities so as to energize their society.
