In 2016（Heisei 28th.）, we amended our criminal procedure law, wiretapping law, and criminal substantial law. Now we have new proceedings, such as the recording system that covers interrogations, plea bargaining, and so forth. This seems to be the next largest reform since that of 2004（Heisei 16th.）, which established the new lay judge system called Saibanin Saiban. In this article, we track the arguments relating to the legislation, and evaluate specific proceedings according to basic principles of our law. We also try to grasp the concept of this major reform and examine how it works.
