The Fukushima nuclear accident caused serious environmental and socio-economic damages. In this paper, we describe a fundamental perspective that is essential in thoroughly understanding the damage caused by the Fukushima nuclear disaster, and outline the incident’s negative impacts, based on the“ social cost” theory developed by K.W. Kapp, K. Miyamoto, S. Teranishi and others. Further, we will reconsider six years of nuclear accident compensation and government policies for the reconstruction of Fukushima. We also explain how the policies lead to the structural“ division” of victims.
