Tokuzō Fukuda, who taught at Keio University and Tokyo University of Commerce, expressed apparently cold feeling when he heard that Tokyo Imperial University Library had been totally destroyed by fire after the Great Kantō Earthquake of 1923. In fact, his opinion was based on his unshakable belief on university library. This article tried to place it in his whole social thought, connecting it especially with his idea of right to extreme need. From his point of view, economics constitute part of the study of mankind, university library a token of their mental development.
