Japan faces a high risk of earthquakes and tsunamis, and more than a hundred of thousands people have been left as victims by the last earthquake that hit the northern Japan in 2011. The purpose of this paper is to sort out the current situation of public support of disaster victims in Japan and to present an idea for reform. It will show the coordination of in-kind (most typically temporary housing) and pecuniary support has not functioned well; a traditional dependence on in-kind services has not only resulted in huge costs, but has failed in reaching the necessity of the disaster victims. Replacing a part of inkind emergency support with a flexible compensatory payment is important, and the paper presents a proper mix of supports as a way for a reform.
