This paper examines political approaches to protect residents in the event of a nuclear disaster. The case of Kiev shows us that the government alone cannot protect residents of large cities because of the limits of their resources. The Japanese government is promoting a plan to restart nuclear power plants, and the residents of large cities in Japan might be exposed to radiation if there is another large-scale nuclear disaster. They must prepare actively for future disasters and also should participate in nuclear policy.
