This article discusses the Japan-America Student Conference (JASC) in the pre-war period and aims at reexamining the reality of the “Lincoln Myth” by which both the government and the civil society cooperated without “confrontation”. Also, it assumes that the pre-war JASC cannot be explained only by bipolar relations between the government and the civil society and there existed the diversity of thoughts within the government or the private. In order to examine the research question, the paper verifi es how the actors of the JASC considered transnational Nisei, whether they were Japanese or Americans, leading to describing the characteristics of JASC as kokumin-gaikou (national diplomacy).
