The purpose is to clear the proposals which the board of education and teachers union introduced, the agreement which they finally reached and the changes on the performance pay systems―it’s called ProComp―through the collective bargaining over ProComp in the district in Denver County, Colorado. The incentives of ProComp were maintained and increased by the decision through the collective bargaining. First, collective bargaining deals with the conflicts about the amount, terms, distributional and evaluation procedures for receiving ProComp incentives. The performance pay systems never work without collective bargaining. Second, the teachers union had the nature as a traditional union which trades collectively their labor force.
