This paper argues that there is a relation between the change of the Japanese university entrance exam and neoliberalism. Through a survey of the change of the Japanese university entrance exam, two characteristics become clear. One is that the exam can widen the gap of non-cognitive skill. The other is that non-cognitive skill can be privatized or commodified. These two characteristics go along with five characteristics of neoliberalism (collapse of the welfare state, reinforcement of competition in the free market, extension of logic in business, small government and reinforcement of the power of the state, and extension of privatization and commodification). The significance of this paper is that the various opinions of preceding studies about the Japanese university entrance exam can be systematized by applying the idea of neoliberalism. In addition, this application results in a new criterion for evaluating the system of the entrance exam.
