This paper aims to explore the change of position of education in international policy frameworks for the aged society, especially those which have been discussed by United Nations (UN). The international policy frameworks for aged society has been regarded as "developmental" issues, and the change of the meaning of “development” has affected on the international policy frameworks for aged society and the roles of education. Education for elderly people has been expected to play the role of solving problems caused by economic development, or training elderly people individual as human resource since 1990s. This "development" concept has been overlooked the existence of local communities.
