The purpose of this study is to analyze how superintendents evaluate the reforms of the system of board of education in Japan. Based on the result of questionnaires for superintendents and using statistical analysis, this study clarifies what are the factors for them to evaluate the reforms on education board system. The following is the finding of this research. Superintendents have evaluated the reforms on education board system by their political factors, scales of their municipalities, and own careers. This finding implies that today’s reforms of the system of board of education should be evaluated by taking into account not only superintendents’ own careers but also political factors and scales of their municipalities.
