This paper focuses on the foundation of the International Council for Exceptional Children (ICEC) as a cornerstone for establishing the professionalism of special educators ’ in the U.S. to discuss how the ICEC could help special educators in the 1920s. The six attributes that characterize all professions, which are shown in Lee Shulman’s article (1998), were used as rubric for this research.
