The study is aimed to predict and management for residential districts on today’s population decreasing society. This present paper shows the formation of landuse and the factor in districts of houses for coalminers after coal mine bankruptcy from the view of topographical condition, traffic condition,
changes in the number of houses and etc.. As a result, until the residents pass way, although the aging of the house stands out, the socially vulnerability will continue to live because they do not have funds. Also,
it is predicted that empty houses and vacant lots will occur in sparsely 20 to 30 years later.
