We consider the process that launched a new business using a research consortium aiming at promoting industrialization of sensor technologies. Aichi Steel Co., Ltd got a chance to overcome some technological difficulties with respect to other participating companies, and succeeded in the development of MI sensors. The data we collected from interviews shows differences between the participating companies regarding how to deal with these difficulties. From this, we first clarify the involvement of two factors, exploitation and exploration. Secondly, we present a condition of success that the organizational culture needs to fit these factors. We contribute to the study of ambidexterity, by proposing an organizational decision making process that exploitation promote exploration. In addition, as a contribution to the research of Industry-Academia-Government collaboration, it suggests that organization management utilizing organizational ambidexterity to promote knowledge sharing and learning is effective.
