This paper presents an examination of the manner by which government subsidies for private universities affect university management in terms of improving their study and research environments. According to ordinary least squares estimation results, subsidies have a significant and positive association with the number of library books per student. Furthermore, the results of mediation analysis indicate that subsidies contribute indirectly to reducing the dropout ratio through study environment improvements attributable to grants-in-aid for scientific research. Moreover, restricting the sample to universities with high student-sufficiency rates (above 1.1) reveals that subsidies mitigate the increasing dropout ratio directly, but also indirectly through improved study environments within university libraries. These results demonstrate that universities receiving more subsidies with strategic policies tend to improve the study environments of students.
